Homeowner Repair Grant Pre-Application

This pre-application gathers information to determine eligibility for repair grants. It does not guarantee funding, but helps us prepare to serve households in need.

NYS HCR has announced new funding opportunities for repair programs, and we plan to apply to launch this new program across Essex County. We must demonstrate sufficient need and demand in our community to secure resources for this initiative.

This program would support full-time homeowners facing critical issues—such as leaking roofs, failing foundations, outdated wiring, heating system failures, and environmental hazards like lead paint and asbestos. Most of our housing stock is over 75 years old and often requires costly repairs.

Why it matters

• Repairs prevent displacement and extend the life of existing affordable housing.
• Many homeowners in the 90–120% AMI range are ineligible for traditional repair programs but still struggle to pay for urgent work.
• Stabilizing housing prevents future blight.

You’ll be asked to provide

• Ownership and residency documentation.
• Description of needed repairs.
• Income information and tax returns.

The Essex County Land Bank is proud to launch several new pilot programs designed to expand homeownership, preserve housing, and revitalize vacant properties. These pre-applications are critical first steps to help us measure community need and demand, and guide us in applying for newly available funding through NYS Homes and Community Renewal (HCR).
