This pre-application does not guarantee funding but allows our team to assess your eligibility and connect you with the right resources.

NYS HCR has released new funding for Down Payment Assistance. This is a new program we plan to apply for—but we must demonstrate community demand to successfully secure funding and scale the initiative.

The program aims to support moderate-income, first-time homebuyers who live or work in Essex County. Many essential workers—teachers, nurses, small business employees—do not qualify for traditional low-income assistance but still cannot afford the upfront costs of homeownership.

Why it matters

• Homeownership builds generational wealth and community stability.
• Essex County’s housing stock is aging, and many homes may require lead-based paint or asbestos mitigation.
• This program helps buyers address those needs by potentially combining purchase assistance with repair resources.

You’ll be asked to provide

• Household income and size
• Property info (if known)
• Tax returns and income documentation
• Preference is given to households earning up to 120% AMI.

The Essex County Land Bank is proud to launch several new pilot programs designed to expand homeownership, preserve housing, and revitalize vacant properties. These pre-applications are critical first steps to help us measure community need and demand, and guide us in applying for newly available funding through NYS Homes and Community Renewal (HCR).
