About this Pre-Application

This pre-application is for individuals, nonprofits, and LLCs interested in acquiring and rehabilitating vacant or blighted buildings. It does not guarantee acquisition or funding, but will help us evaluate demand and connect you to future redevelopment opportunities.

NYS HCR has released new funding for Down Payment Assistance. This is a new program we plan to apply for—but we must demonstrate community demand to successfully secure funding and scale the initiative.

This program will prioritize commercial and mixed-use buildings, especially where affordable, deed-restricted apartments will be created. Fully residential projects may also be eligible, provided they meet affordability and vacancy criteria.

  • Reclaiming blighted properties strengthens downtowns and reactivates commercial corridors.
  • Partnering with developers ensures projects are viable, code-compliant, and community-driven.
  • Many buildings require environmental remediation, including lead and asbestos mitigation—support the Land Bank can help coordinate.
