1. INTRODUCTION

The Essex County Land Bank is seeking proposals from qualified and insured contractors to perform demolition services at two properties located in Ticonderoga.

The project consists of the demolition and proper disposal of a rear warehouse structure at one property and the main structure and all additions at a second property. All demolition, removal, and disposal work must comply with New York State regulations, local municipal codes, and all applicable environmental and safety requirements.

Due to property coordination and safety considerations, specific site addresses will be provided upon request. Interested contractors may request site location information by contacting the Essex County Land Bank.

This project is anticipated to begin after May 1, 2026.

The selected contractor will be responsible for completing the work in a safe, professional, and timely manner while ensuring proper handling and disposal of all demolition materials and any existing contents inside the structures.


2. PROJECT LOCATIONS

Site 1 – Rear Warehouse Structure

Location: Ticonderoga
(Specific address available upon request)

Scope of Work

  • Demolition of the rear warehouse structure attached to the building

  • Removal and proper disposal of all contents within the structure

  • Removal of all structural components including roofing, framing, siding, and foundation elements (as required)

  • Separation of demolished materials for proper disposal and recycling where applicable

  • Removal and hauling of all demolition debris from the site

  • Site leveling and stabilization upon completion of demolition


Site 2 – Main Structure and All Additions

Location: Ticonderoga
(Specific address available upon request)

Scope of Work

  • Demolition and removal of the entire main structure and all attached additions

  • Removal and proper disposal of all contents within the building and additions

  • Removal of roofing, siding, framing, foundation components (as required), and associated materials

  • Proper sorting, hauling, and disposal of all demolition materials

  • Final site grading and stabilization after demolition is complete


3. GENERAL REQUIREMENTS

Contractors must:

  • Obtain all necessary permits required by local and state authorities

  • Comply with all New York State Department of Environmental Conservation (NYSDEC) regulations

  • Comply with all New York State Department of Labor and OSHA safety standards

  • Ensure proper handling and disposal of demolition materials and building contents at approved disposal facilities

  • Take appropriate precautions to protect surrounding structures, utilities, sidewalks, and public areas

  • Implement dust control, debris containment, and safety measures throughout the demolition process

  • Coordinate with the Essex County Land Bank regarding scheduling and access

If hazardous materials are encountered, work must stop immediately and the Essex County Land Bank must be notified.


4. PROPOSAL REQUIREMENTS

Proposals must include the following information:

  • Contractor name, address, and contact information

  • Description of relevant demolition experience

  • Proof of insurance (general liability and workers’ compensation)

  • Proposed timeline for completion

  • Itemized cost estimate including:

    • Labor

    • Equipment

    • Hauling

    • Disposal of demolition materials and building contents

    • Site restoration

  • Confirmation that all work will comply with New York State and local demolition and disposal regulations


5. SELECTION CRITERIA

Proposals will be evaluated based on:

  • Demonstrated experience with similar demolition projects

  • Cost effectiveness of the proposal

  • Ability to meet project timelines

  • Compliance with all regulatory requirements

  • Contractor qualifications and references

The Essex County Land Bank reserves the right to reject any or all proposals and to select the proposal deemed to be in the best interest of the project.

7. RESERVATION OF RIGHTS

The Essex County Land Bank reserves the right to reject any or all proposals, waive informalities, request additional information, and award contracts in a manner that best serves the interests of the project and the community.
