1. INTRODUCTION

The Essex County Land Bank (ECLB), under the North Country Rural Development Coalition, is seeking proposals from qualified contractors for surface preparation, cleaning, priming, and installation of low-relief metal siding at multiple sites in Ticonderoga, NY. This work is in preparation for the 2026 Walls Between Waters Mural Festival.

The selected contractor(s) will be responsible for completing work in accordance with the specifications outlined in this RFP by May 1st, 2026

2. PROJECT OVERVIEW & SITES

Contractors shall submit proposals covering all sites listed in this RFP. The projects will be awarded as a single package, and proposals must reflect pricing and scheduling for the full scope of work.

SITE 1: 98 Montcalm Street, Ticonderoga, NY

Business: Sugar & Spice

Wall Elevation: WEST SIDE OF BUILDING

  • Area: ~990 sq ft
  • Height: 15’11”
  • Width: ~74’
  • Ground Cover: Slightly uneven concrete
  • Equipment: 35’ articulating heavy-duty boom

Existing Conditions:
The wall is currently clad in deteriorating wood paneling with broken sections and rot at the base. Existing cladding must be fully removed and replaced with a weather-resistant substrate.

Scope of Work:

  • Removal of existing deteriorated wood paneling
  • Installation of low-relief metal siding
  • Priming is suitable for mural application

Requested Quote Line Items:

  • Materials (siding specifications, paint, boards/wood, silicone)
  • Labor
  • Lift/equipment (if provided)

SITE 2: 98 Montcalm Street – NORTH SIDE

  • Area: ~1,150 sq ft
  • Height: 22’
  • Width: ~51’
  • Ground Cover: Damaged asphalt
  • Equipment: 35’ articulating boom or larger

Cleaning: Low-PSI power wash and scrub using eco-friendly cleaner
Primer: Loxon Exterior Masonry Primer (Sherwin-Williams) or Zinsser 123 Bullseye Exterior All-Purpose Primer

SITE 3: 98 Montcalm Street – EAST SIDE (Rear Alley)

  • Area: ~1,200 sq ft
  • Height: ~33’
  • Width: ~52’
  • Ground Cover: Severe slope with loose stone
  • Equipment: 65’ articulating boom or larger

Cleaning: Low-PSI power wash and scrub using eco-friendly cleaner
Primer: No priming required

SITE 4: Hospital Retaining Wall – Wicker Street, Ticonderoga, NY

  • Area: ~1,500 sq ft
  • Height: ~12’
  • Width: ~50’
  • Ground Cover: Gravel surface
  • Equipment: Ladder access to the top

Cleaning: Low-PSI power wash and scrub using eco-friendly cleaner
Primer: Loxon Exterior Masonry Primer or Zinsser 123 Bullseye Exterior All-Purpose Primer

SITE 5: 116 Montcalm Street, Ticonderoga, NY (Pending)

Wall Elevation: WEST SIDE

  • Area: ~4,500 sq ft
  • Height: 55’
  • Width: ~96’
  • Ground Cover: Sloping asphalt
  • Equipment: 65’ articulating boom or larger

Cleaning: Low-PSI power wash using eco-friendly cleaner
Primer: No priming required
Special Notes: Take care around windows

SITE 6: 131 Montcalm Street, Ticonderoga, NY (Pending)

Wall Elevation: Portion of WEST & NORTH SIDES

  • Area: ~1,400 sq ft
  • Height: ~23’
  • Equipment: 45’ articulating boom or larger

Cleaning: Low-PSI power wash using eco-friendly cleaner
Primer: Loxon Exterior Masonry Primer or Zinsser 123 Bullseye Exterior All-Purpose Primer

3. PROPOSAL REQUIREMENTS

Proposals must include:

  • Contractor name, address, and contact information
  • Proof of insurance
  • Itemized cost breakdown (materials, labor, equipment)
  • Identification of sites being bid on
  • Estimated schedule for completion
  • Confirmation of ability to meet deadlines

4. SELECTION CRITERIA

Proposals will be evaluated based on:

  • Cost and completeness of the proposal
  • Relevant experience with similar projects
  • Ability to meet required timelines
  • Compliance with project specifications

ECLB reserves the right to award contracts by individual site or as a bundled package.
