  1. Introduction and Background: 

Essex County Land Bank urgently seeks proposals from qualified contractors for the immediate rehabilitation and stabilization of two properties located in Ticonderoga, NY, and Lewis, NY. This three-week emergency bid is aimed at rapidly addressing structural and environmental vulnerabilities, including a full gut rehabilitation, due to impending severe weather.

  1. Scope of Work: 

The contractor will undertake comprehensive rehabilitation tasks as detailed in the full RFP packet. Work must begin immediately upon award, focusing on urgent structural stabilization and environmental remediation.

III. Proposal Submission Requirements: Proposals must include:

  • A detailed project management plan addressing immediate commencement.

Experience with New York State grant programs is highly preferred, demonstrating familiarity with state-specific regulatory and operational requirements.
  • Insurance and Liability: Proof of Liability Insurance and Workers’ Compensation Insurance must be provided, ensuring adequate coverage for the scope of work described. This insurance is essential to protect both the workforce and the organization against potential workplace accidents and injuries.
  • Certifications: Current lead and asbestos training certificates must be included with the proposal. These certifications are crucial for projects involving potential hazardous material handling.
  • State Registration and Good Standing: A copy of the contractor’s registration with the state confirming that the business is in good standing, meeting all regulatory and compliance standards.
  1. MWBE and Section 3 Enhancement: 

This RFP strongly favors proposals that enhance opportunities for MWBE and Section 3 businesses. Contractors engaging with MWBE subcontractors will be awarded additional points during the evaluation process, reflecting our commitment to promoting inclusive economic growth.
