1. Introduction
The Essex County Land Bank (ECLB), in partnership with state grant sources, is seeking proposals from qualified contractors to perform asbestos-in-place demolition of four residential properties located in Ticonderoga, Bloomingdale, North Elba, and Jay, New York. Given the age of these structures, asbestos is presumed to be present in all buildings, and the contractor must plan for its safe removal in compliance with all applicable federal, state, and local regulations. This project is funded by NYS (HCR) grant sources and must adhere to all relevant compliance requirements, including SEQRA (State Environmental Quality Review Act), as well as regulations from the Adirondack Park Agency (APA) and the New York State Department of Environmental Conservation (NYSDEC).
The first demolition will take place at the Ticonderoga site due to the unsafe condition of the structure.
2. Project Overview
The scope of work involves asbestos abatement, demolition, and site preparation for new home construction at the following properties:
- Ticonderoga: 8 Johns St. Ticonderoga, NY – no CO
- Bloomingdale: 65 Curtis Way, Bloomingdale, NY – no CO
- North Elba: 34 Brandy Brook, North Elba NY – no CO
- Jay: 13127 NYS Route 9N, Jay NY – no CO
For each property, the following services are required:
- Safe removal and disposal of asbestos, and other hazardous materials, in compliance with all state and federal regulations.
- Demolition of structures, including foundations, followed by site clearing and grading.
- Preparation of sites for the construction of new homes, with minimal environmental disturbance.
- Compliance with all applicable SEQRA and NYSDEC regulations, as well as the APA’s land use and environmental requirements.
3. Scope of Work
The contractor will be responsible for the following tasks:
3.1 Asbestos Abatement (In-Place)
- Presumed Asbestos: Given the age of the homes, asbestos-containing materials (ACMs) are presumed to be present. The contractor must include provisions for the safe handling, removal, and disposal of all ACMs in compliance with all relevant regulations.
- Abatement Plan: Develop a comprehensive asbestos abatement plan detailing safe removal procedures, disposal methods, and air quality monitoring strategies.
- Air Monitoring: Conduct continuous air monitoring during the abatement process, with final clearance sampling upon completion to ensure air quality standards are met.
3.2 Demolition
- Building Demolition: Demolish all buildings, including foundations, removing all debris and hazardous materials from the site.
- Disposal: Properly dispose of all demolition debris, including asbestos and hazardous materials, at NYSDEC-approved facilities in compliance with environmental regulations.
- Site Cleanup: Ensure the site is free of debris, hazardous materials, and any other contaminants that could impede future construction activities.
3.3 Site Preparation
- Grading and Site Work: Prepare each site for new home construction by leveling and grading the land.
- Soil Stabilization: Implement soil stabilization techniques as necessary to prevent erosion and mitigate environmental impacts during construction.
- Tree Cutting and Ground Disturbance: Limit tree cutting and ground disturbance outside the immediate demolition and foundation areas. Obtain required permits and ensure minimal impact on surrounding properties and ecosystems.
4. Contractor Responsibilities
The selected contractor will be responsible for the following:
- Permits and Approvals: Obtain all necessary demolition, asbestos abatement, and environmental permits, including but not limited to approvals from the Adirondack Park Agency (APA), the New York State Department of Environmental Conservation (NYSDEC), and compliance with SEQRA requirements.
- Environmental Compliance: Ensure compliance with SEQRA for each site, including coordinating with local and state agencies to complete any required Environmental Assessments or Negative Declarations.
- Adirondack Park Agency (APA) Compliance: Ensure that all work is performed in accordance with APA’s land use and environmental regulations, including securing any necessary APA permits for work within the Adirondack Park.
- Health and Safety: Prepare and implement a comprehensive Health and Safety Plan (HASP) that adheres to OSHA and local safety regulations, including appropriate precautions for asbestos handling.
- Reporting and Documentation: Provide regular project status reports, including updates on asbestos removal, demolition progress, and any environmental mitigation measures implemented. All activities should be documented, including air quality monitoring and disposal records, for final reporting to ECLB and funding agencies.
5. Proposal Requirements
Proposals must include the following components:
- Company Profile: A brief description of your company, including experience in asbestos abatement, demolition, and environmental remediation.
- Relevant Experience: A list of similar asbestos abatement and demolition projects completed in the last five years, particularly those involving state grant funding, SEQRA compliance, or work within the Adirondack Park region.
- Work Plan: A detailed work plan outlining the approach to asbestos abatement, demolition, and site preparation, including timelines, safety protocols, environmental controls, and air monitoring procedures.
- Compliance Strategy: A description of how the contractor will adhere to SEQRA, APA, and NYSDECregulations, including all necessary permit applications and environmental assessments.
- Team Qualifications: Resumes of key personnel, including project managers, asbestos abatement specialists, and safety officers.
- Cost Proposal: A detailed breakdown of the total project cost, including labor, materials, permits, disposal fees, and any other associated expenses.
- References: Contact information for at least three references from previous clients for whom similar work has been completed, particularly projects involving HUD funds and/or the Adirondack Park.
6. Evaluation Criteria
Proposals will be evaluated based on the following factors:
- Timeline: Ability to meet the project deadlines and phased milestones.
- Cost Effectiveness: Reasonableness and competitiveness of the proposal, ensuring cost-effectiveness without compromising quality or safety.
- Experience: Proven track record in asbestos abatement, demolition, and site preparation, particularly in the Adirondack Park or similar regulated areas.
- Regulatory Compliance: Clear plan for meeting SEQRA, APA, and NYSDEC requirements.
- Safety: Demonstrated commitment to safety, with a detailed HASP and air monitoring protocols.
- Team: Qualifications and experience of the personnel assigned to the project.
- References: Positive feedback from clients who have undertaken similar work.
7. Project Timeline
- Proposal Submission Deadline: December 23, 2024
- Contract Awarded: Late December 2024
- Demolition of Ticonderoga Site (First Priority): late December 2024- early January 2025
- Completion of All Demolition and Site Preparation: April 2025
8. Terms and Conditions
- Proposal Acceptance: The Essex County Land Bank reserves the right to reject any or all proposals and negotiate terms with the successful bidder.
- Contract Requirements: The selected contractor must sign a formal contract detailing the scope of work, project timeline, payment schedule, and compliance requirements.
- Insurance: The contractor will be required to maintain general liability and workers’ compensation insurance throughout the project.
- Bonding: The contractor may be required to provide bonding to ensure the completion of the project.
- Regulatory Adherence: All work must comply with NYS guidelines, environmental protection laws, and applicable state and local building codes.
